If that Monday is a public holiday, it does not enter the queue until Tuesday. A submission on the Wednesday before a Tet holiday period enters a queue that effectively pauses for up to 10 days.
Additionally, the 3 to 5 day figure assumes the application is error-free. An error — wrong photo format, wrong entry port, missing middle name — triggers Amendment Required. No email is sent.
