Is there an urgent eVisa Vietnam government service?
No. The official e-visa system runs on evisa.gov.vn, with a second official address at thithucdientu.gov.vn. It accepts applications from every nationality and charges the government fee of US$25 for single entry or US$50 for multiple entry.
What it does not offer:

What does the official e-visa include?

Nobody at the portal will contact you to speed this up. That is the main gap that agencies fill. The portal does list an email address and hotline for questions, but replies follow office hours and there is no published response time, so they are not a fast-track channel.
